STEPS
Firstly you need to deal with your appearance. If you have a funny nose or large ears, look at yourself in the mirror and say this is who I am. Be comfortable with the way you look.
When you have the confidence to deal with yourself and act yourself in public, try taking photos of yourself, and experiment with your smile and the way you look.
After this try having photos taken with friends (ones that aren't very camera-shy) and keep one you like.
Then have close people take photos of you (people you are comfortable with). Carry on like this for a while and eventually it won't seem as scary when someone pulls out a camera in your face.
Tips
Remember that the way you look in picture is how people normally see you!
Pose in front of a mirror and pretend someone is taking a photo of you. Adjust your face, smile, posture, etc. until you feel you look good. Remember the pose. Practice regularly. This way you will learn how you look when you're posing and you'll be confident that the photo is going to be as good as you were in the mirror.
Look through some photos and find ones that you like. Contrast them with ones you don't like to find what you do wrong. E.g. Is your smile too big? Are you showing too much gum? Are you not standing straight and confidently? Are your arms dangling rather than being on someone's shoulders? Make a mental note of things you want to change and recall them when you're having photos taken.
